The Pursuit Gate

Before RADSVI scores anything, it resolves the mandatory requirements a federal solicitation states. Each requirement gets exactly one of three states, and each state has a fixed meaning.

The three gate states

CLEAR
No verified mandatory blocker identified for this requirement.
UNKNOWN
Evidence required to determine this requirement is missing or unverified. RADSVI does not treat missing evidence as failure.
BLOCKED
A verified mandatory requirement appears unmet.

Missing evidence is not failure

A public visitor, or a company that has not yet recorded a certification, has supplied no evidence for that requirement. RADSVI reports it as UNKNOWN and states what must be confirmed. It does not infer ineligibility from silence, and it does not quietly pass the requirement either.

What happens after the gate

Opportunities with no BLOCKED requirement continue to Pursuit Fit — the strategic score — and then to a PURSUE, REVIEW or DO NOT PURSUE recommendation with the full evidence trail. A BLOCKED requirement stops the strategic scoring, because a verified unmet mandatory requirement is decisive on its own. Read the methodology or the bid/no-bid framework.

Can an UNKNOWN requirement become BLOCKED?

No. UNKNOWN can only change once the missing evidence is supplied and verified. Missing or unverified evidence never converts into BLOCKED, into ineligibility, or into an automatic pass.
